Tax Strategy Statement
For the financial year ended 31 December 2022, this statement is intended to satisfy the statutory requirement arising on United National Bank Limited (“UBL UK” or the “Bank”) to publish its tax strategy per Paragraph 19(2) of Schedule 19 of the Finance Act 2016.
The tax principles set forth herein are integral to and have been framed in light of our obligations as a signatory to the HMRC’s Code of Practice on Taxation of Banks. These principles guide how we manage our tax affairs, for ourselves, our staff, suppliers, market counterparts and on behalf of our clients.
Our taxation approach is in keeping with our values, having regard to building long-term shareholder value and maintaining our reputation as a responsible taxpayer.
Tax Risk Management and Governance
We exercise professional diligence and care in the management of all risks associated with tax matters and ensure that governance and assurance procedures are appropriate.
The following set out how UBL UK attends to its tax affairs and associated risks:
1. UBL UK’s Board of Directors is ultimately accountable for the tax principles and its governance is exercised through the Board Audit Committee.
2. The Head of Finance is responsible for the implementation of the tax strategy and management of tax and related risks. The Head of Finance updates the Board Audit Committee at least on a semi-annual basis on UBL UK’s tax position and other tax developments during the period.
3. The Bank takes a holistic approach to managing our business through the continual updating and formulation of tax procedures and processes that ensure that we do not deal with suppliers or customers that to the best of our knowledge engage in tax evasion. This includes deployment of compliance and risk monitoring systems and periodic reviews of tax compliance across the Bank.
4. UBL UK has zero tolerance towards the facilitation of tax evasion by its associated parties.
Tax Planning
The Bank seeks to comply with the spirit as well as the letter of the tax laws and to fully discharge our tax obligations. We do not engage in tax planning other than that which supports our genuine commercial activities.
Tax Risk Appetite
We ensure that the tax risk appetite remains low and that any inherent tax risks are mitigated expeditiously.
UBL UK has zero appetite for breaching tax laws. We do not undertake, nor facilitate, transactions, which are designed to achieve tax results that are contrary to the intention of tax legislation. We are committed to combatting financial crime including money laundering arising from tax evasion.
Approach Towards Dealings with HMRC
We are open and transparent in our dealings with HMRC and other tax authorities. All such dealings are conducted in a collaborative, courteous and timely manner. We abide by HMRC’s Code of Practice on Taxation of Banks. Accordingly, we are committed to:
1. Adopting adequate tax governance;
2. Refraining from any tax planning which is contrary to the intentions of Parliament;
3. Fully complying with all our tax obligations; and
4. Responding to HMRC in timely manner to any enquiries and disclosure of any instances of non-compliance that may become known.
UBL UK’s Board of Directors approved this Tax Strategy statement on 26 May 2023.
